The Bill contained proposals that would further restrict development in designated Conservation Areas.  More stringent criteria would be specified in new development proposals to enhance Conservation Areas, in comparison with existing legislation that require schemes either to preserve or to enhance their surroundings and otherwise allows development provided it does not cause damage.

The Bill also introduced a new all-encompassing Heritage Structure Consent.   This was intended to replace the current system of separate consents for Listed Buildings, Schedule Monuments and Conservation Areas.

English Heritage have acknowledged that the postponement of the Bill was understandable in the current economic climate.
